Drawing on a landscape analysis of existing data-sharing initiatives, in-depth interviews with expert stakeholders, and public deliberations with community advisory panels across the U.S., we describe features of the evolving medical information commons. We identify participant-centricity and trustworthiness as the most important features of an MIC and discuss the implications for those seeking to create a sustainable, useful, and widely available collection of linked resources for research and other purposes.

In Spinoza: Metaphysical Themes the diversity of interpretive perspective is vividly on display.All of the eleven essays in this collection are published here for the first time. They cover a broad range of topics and, taken together, they move us forward in our understanding of Spinoza's basic doctrines. Most of the essays are carefully argued discussions of clearly defined issues of interpretation. They address matters that are central to the system and central to our understanding of the system—monism, causation, individuation, conatus.The editors' Introduction claims that Jonathan Bennett's 1986 work set a new standard of Spinoza scholarship—a standard that the essays in this volume seek to measure up to. Most (not all) of these essays do indeed come close to Bennett's commendable level of argumentative clarity and rigor. And here, as in Bennett's work, the emphasis is mostly systematic and argumentative, not historical.The collection opens with a very good essay by Michael Della Rocca entitled "Spinoza's Substance Monism." This essay applies to the thorny issue of substance monism the same argumentative strategy that Della Rocca has elsewhere applied to monism regarding individual modes—i.e., to the claim that an extended mode and the idea of that mode are identical. The argument turns on the complete conceptual independence of the attributes, and Della Rocca makes a strong case for the centrality of that somewhat puzzling doctrine. John Carriero's contribution ("Monism in Spinoza") continues the focus on monism, but from a different perspective. Carriero asks, "Why does Spinoza hold that finite... bodies [End Page 560] are not substances?" (47). Rejecting two traditional responses he provides a plausible answer to this good question by focusing on an early exchange of letters between Spinoza and Oldenburg and upon Spinoza's rethinking of Descartes's conception of extension.One of the most interesting essays is Don Garrett's interpretive discussion of Spinoza's derivation of the conatus doctrine at Ethics3p4-3p6 ("Spinoza's Conatus Argument"). Commentators have identified various putative fallacies in the argument that Spinoza offers for this doctrine—chiefly fallacies of equivocation. Garrett develops an interesting and plausible notion of "inherence" that casts light on a number of central metaphysical relations and permits a defensible reading of the conatus argument. For the serious Spinoza scholar, this one essay is worth the price of the volume.Olli Koistinen's "Causation in Spinoza" considers Spinoza's solution to the difficulty of causal interaction between substances—a glaring problem in Descartes that provoked glaringly problematic solutions from Malebranche and Leibniz. Richard Manning's essay addresses a controversial point in Jonathan Bennett's interpretation. The issue is whether, in Spinoza's system, mental content can have causal significance—a point closely related to the important issue of teleological explanation of human behavior. Manning supports a kind of "thoughtful teleology," making a convincing case for the causal efficacy of mental content.On the whole the authors in this volume restrict their discussion of secondary literature to the works of fellow Anglophones. One finds occasional mention of Gueroult, but the Continental literature on Spinoza is mostly ignored. There are two notable exceptions to this rule. Steven Barbone ("What Counts as an Individual for Spinoza?") discusses the thorny issue of modal individuation in Spinoza's system, arguing against Matheron's 1969 claim that for Spinoza the state is an individual. Emphasizing the centrality of power, Barbone draws important (liberal) political conclusions from his analysis of individuation. This is the first book published that specifically examines questions of ethics and advocacy that arise in conducting research on homelessness, exploring the issues through the deeply personal experiences of some of the field’s leading scholars. By examining the central queries from a broad range of perspectives, the authors presented here draw upon years of rich investigations to generate a framework that will be instructive for researchers across a wide spectrum of areas of inquiry.

In this article I critique Charles Kay’s aboriginal overkill hypothesis, which states that Native Americans numbered 100 million or more in precolumbian North America, extensively humanized the landscape, and suppressed wildlife numbers, thus allowing wildlife browse to proliferate. By examining Kay’s source use and pertinent information, I find that he makes four kinds of significant mistakes: exaggerations, failure to provide necessary data, errors of omission, and errors of logic. Through examples I illustrate that Kay’s errors compromise his hypothesis. Kay uses (...) _The Metaphysics of Perfect Beings_ addresses the problems an Anselmian perfect being faces in contexts involving unlimited options. Recent advances in the theory of vagueness, the metaphysics of multiverses and hyperspace, the theory of dynamic or sequential choice, the logic of moral and rational dilemmas, and metaethical theory provide the resources to formulate the new challenges and the Anselmian responses with an unusual degree of precision. We develop a framework for assessing security market quality, relating five elements of market design to three metrics of market integrity and two metrics of market efficiency. We empirically implement this integrity–efficiency MQ framework by testing a hypothesis that trade-based ramping manipulation at the close raises execution costs on 24 security markets worldwide. Estimating a simultaneous equations model of ramping incidence, spreads, and the probability of deploying real-time surveillance, we show that quoted bid-ask spreads are positively related to the incidence (...) of MTC across seven liquidity deciles. The magnitude is economically significant; improving market integrity by cutting MTC in half reduces spreads 6–11 %. Allowing direct market access in conjunction with RTS, conducting auctions at the close, and developing regulations that require surveillance, all reduce MTC and thereby lower spreads, assuring better market integrity and enhancing market efficiency. Introducing circuit breakers or prohibiting shorts poses integrity–efficiency tradeoffs. (shrink)

An Essay on Human Action seeks to provide a comprehensive, detailed, enlightening, and (in its detail) original account of human action. This account presupposes a theory of events as abstract, proposition-like entities, a theory which is given in the first chapter of the book. The core-issues of action-theory are then treated: what acting in general is (a version of the traditional volitional theory is proposed and defended); how actions are to be individuated; how long actions last; what acting intentionally is; (...) what doing one thing by doing another is; what basic action is; and what omitting to do something is. Attention is also given to the concepts of causation, intention, volition, deciding, choosing, and trying. Finally, a libertarian account of free action is tentatively proposed and defended. : Some scientific research should not be published. The risks to national security and public health override the social benefits of disseminating scientific results openly. Unfortunately, scientists themselves are not in a position to know which studies to withhold from public view, as the National Research Council has proposed. Yet neither can government alone be trusted to balance the competing interests at stake.

This paper focuses on the inheritance of human handedness and cerebral lateralization within the more general context of structural biological asymmetries. The morphogenesis of asymmetrical structures, such as the heart in vertebrates, depends upon a complex interaction between information coded in the cytoplasm and in the genes, but the polarity of asymmetry seems to depend on the cytoplasmic rather than the genetic code. Indeed it is extremely difficult to find clear-cut examples in which thedirectionof an asymmetry is under genetic control. (...) As one possible case, there is some evidence that the direction, clockwise or counterclockwise, of rotation of the abdomen in certain mutant strains ofDrosophilais controlled by a particular gene locus, although there appears to be some degree of confusion on this point. By contrast, it is much easier to find examples in which thedegreebut not the direction of asymmetry is under genetic control. For instance, there is a mutant strain of mice in which half of the animals displaysitus inversusof the viscera. The proportion has remained at one half despite many years of inbreeding, suggesting that the mutant allele effectively cancels the normalsitusand allows the asymmetry to be specified in random fashion.Although this account does not deny that the right hemisphere of humans may be the more specialized for certain functions, it does attribute a leading or dominant role to the left hemisphere (at least in most individuals). We suggest that so-called “right-hemisphere” functions are essentially acquired by default, due to the left hemisphere's prior involvement with speech and skilled motor acts; we note, for instance, that these right-hemisphere functions include rather elementary perceptual processes. But perhaps the more critical prediction from our account is that the phenomenon of equipotentiality should be unidirectional: the right (lagging) hemisphere should be more disposed to take over left-hemisphere functions following early lesions than is the left (leading) hemisphere to take over right-hemisphere functions. ABSTRACT This paper reviews the dynamics behind, and ethical issues associated with, the phenomenon of drug resistance. Drug resistance is an important ethical issue partly because of the severe consequences likely to result from the increase in drug resistant pathogens if more is not done to control them. Drug resistance is also an ethical issue because, rather than being a mere quirk of nature, the problem is largely a product of drug distribution. Drug resistance results from the over‐consumption of antibiotics (...) by the wealthy; and it, ironically, results from the under‐consumption of antibiotics, usually by the poor or otherwise marginalized. In both kinds of cases the phenomenon of drug resistance illustrates why health (care) – at least in the context of infectious disease – should be treated as a (global) public good. The point is that drug resistance involves ‘externalities’ affecting third parties. When one patient develops a resistant strain of disease because of her over‐ or under‐consumption of medication, this more dangerous malady poses increased risk to others. The propriety of free‐market distribution of goods subject to externalities is famously dubious – given that the ‘efficiency’ rationale behind markets assumes an absence of externalities. Market failure in the context of drug resistance is partly revealed by the fact that no new classes of antibiotics have been developed since 1970. I conclude by arguing that the case of drug resistance reveals additional reasons – to those traditionally appealed to by bioethicists – for treating health care as something special when making policy decisions about its distribution. Higher-Order Logic (HOL) is a proof development system intended for applications to both hardware and software. It is principally used in two ways: for directly proving theorems, and as theorem-proving support for application-specific verification systems. HOL is currently being applied to a wide variety of problems, including the specification and verification of critical systems. Introduction to HOL provides a coherent and self-contained description of HOL containing both a tutorial introduction and most of the material that is needed for day-to-day work (...) with the system. After a quick overview that gives a "hands-on feel" for the way HOL is used, there follows a detailed description of the ML language. The logic that HOL supports and how this logic is embedded in ML, are then described in detail. This is followed by an explanation of the theorem-proving infrastructure provided by HOL. This paper argues that an expansion of this proposal—whereby provision of already existing medicines are incentivised in a similar way—would provide a more comprehensive solution to the healthcare situation in developing countries. It then considers the practical challenges that the implementation of such a proposal (expanded or otherwise) would entail. Though these include difficulties associated with disease burden metric, I argue that the most serious difficulties are associated with the problem of causal attribution. A basic idea underlying Pogge's proposal is that the disease burden reduction attributable to particular interventions can be determined. Theoretically speaking, in cases involving multiple interacting causal factors, there may be no fact of the matter regarding the extent to which disease burden reduction should be attributed to one intervention as opposed to another; and (even if workable practical solutions to this theoretical challenge can be met) the data requirements for implementation would be daunting. Pseudonymous mathematician Nicolas Bourbaki and his lesser-known counterpart E.S. Pondiczery, devised respectively in France and in Princeton in the mid-1930s, together index a pivotal moment in the history of modern mathematics, marked by international infrastructures and institutions that depended on mathematicians’ willingness to play along with mediated personifications. By pushing these norms and practices of personification to their farcical limits, Bourbaki’s and Pondiczery’s impersonators underscored the consensual social foundations of legitimate participation in a scientific community and the symmetric fictional character (...) of both fraud and integrity in scientific authorship. To understand authorial identity and legitimacy, individual authors’ conduct and practices matter less than the collective interpersonal relations of authorial assertion and authentication that take place within disciplinary institutions. By lopsided majorities, the U.S. Supreme Court, in a series of cases, persistently commanded the lower courts to condition the admission of proffered expert testimony on the demonstrated validity of the proponents’ claims of expertise. In at least one broad area–the so-called forensic sciences–the courts below have largely evaded the Supreme Court's holdings. This paper aims to try to explain this massive defiance by the lower courts in terms of social epistemology.

Marsilio Ficino (1433-1499) was one of the luminaries of the Florentine Renaissance and the scholar responsible for the revival of Platonism. The translator and interpreter of the works of both Plato and Plotinus as well as of various Hermetic and Neoplatonic texts, Ficino was also a musician, priest, magus and psychotherapist, an original philosopher and the author of a vast and important correspondence with the intellectual figures of his day including Lorenzo the Magnificent. Professor Allen has become the foremost interpreter (...) of Ficino's metaphysics and mythology, and the ancient sources they draw upon; and this collection of essays assembles his work on Ficino's complex interrogation of Platonic 'theology' as not only a preparation for Christianity but as an enduring medium for intellectuals to explore and to express Christian truths. Fifteen of these essays by one of the leading authorities on Renaissance Platonism explore the complex philosophical, hermeneutical, and mythological issues addressed by the Florentine, Marsilio Ficino (1433-99). Ficino was the pre-eminent Platonist of his time and a distinguished philosopher, scholar and magus who had an enormous influence on the intellectual and cultural life of two and a half centuries, and who is one of the most important witnesses to the preoccupations of his age, above all to its fascination with (...) ancient poetry and philosophy and their uneasy accommodation as an ancient "theology" with Christianity. Two further essays treat of cognate themes taken up by Ficino's younger friend and rival, the dazzling prince of Concordia, Giovanni Pico della Mirandola (1463-94), who was fascinated by Platonism in his youth but also by other philosophical legacies from the past, including Cabala and the Scholastic Aristotelianism of the Middle Ages.
